A Council may adopt a Secondary Plan by by-law to deal with objectives and issues in a part of the planning district or municipality. A Secondary Plan is useful in setting out the overall pattern of future development in an area, or to set out more detailed policies in respect to development issues in a specific part of the Planning District. A Secondary Plan must be consistent with the Development Plan.
