HOME-BASED BUSINESS
A home-based business may be a full-time, part-time or even an occasional venture located within a home or associated accessory building. Generally, if your business mail comes to your home and / or administrative duties are conducted from your home, you will require a Development Permit for your business.
Home-based businesses are dealt with slightly differently in each of the SIPD’s four member municipalities. The following is a shortened summary of requirements for home-based businesses:
- Town of Stonewall: operators/employees must be residents of the home; No more than 300 square feet or 25% of the dwelling (whichever the lesser) may be used for the business; the business must be carried out entirely within the residence or accessory building; no signage is permitted; no adverse impacts may be created.
- Town of Teulon: permitted businesses include home crafts, tutoring, computer programming, accounting, photography, consultation and counselling services, general office, and hairdressing; operators/employees must be residents of the home; No more than 300 square feet or 20% of the dwelling (whichever the lesser) may be used for the business; the business must be carried out entirely within the residence or accessory building; no signage is permitted; no adverse impacts may be created.
- R.M. of Rockwood: operators/employees must be residents of the home; No more than 300 square feet or 20% of the dwelling (whichever the lesser) may be used for the business; the business must be carried out entirely within the residence or accessory building; no adverse impacts may be created. For larger Home-Based Businesses located within the R.M. of Rockwood, "Home Industry" may be a Permitted or Conditional Use within your zone. - R.M. of Rosser: for information regarding home businesses, home industries, and home occupations, please see Section 7.30 of the R.M. of Rosser Zoning By-Law No. 4-21, and Table 7-2 to confirm whether they are a Permitted or Conditional Use within your zone.
The Development Officer will evaluate each proposed home-based business on its own merits, based on its compliance with applicable zoning regulations. Please contact the SIPD directly to ensure a home-based business is permitted in your zone.

Development Permit applications for home-based businesses must include:
- Completed application form (required for paper applications) (Click Here for PDF);
- Detailed letter of intent (Click Here for PDF) to include your business name;
- Detailed Floor Plan showing the area of to home to be occupied by the business, including dimensions. The Total square footage of dwelling is required in order to determine how many square feet may be used for the business. If the area occupied by the business is in an open room, detail on the floor plan how the area will be separated/partitioned off from the rest of the room;
- Fees in accordance with the SIPD’s Fee Structure By-Law (Click here for PDF).
NOTE: A Building Permit may also be required for any construction associated with the home-based business.
